Why this matters

Housing, services and operations are not the same funding problem.

Dignified worker housing depends on three things that should not be financed, governed or reported as if they were one.

Housing assets need long-term commercial capital.

Land, construction and fit-out are asset questions. They need capital that can stay for the life of the building, with a clear use of proceeds and a counterparty that holds the asset. That capital belongs in a project or asset vehicle, not in an advisory firm.

Community services need appropriately governed support.

Shared meals, family support, skilling, health and digital inclusion are programme activities. They need a defined purpose, accountable use and governance suited to grant or CSR funding. They are not a way to pay for private assets.

Sustainable delivery needs a capable operator.

A building does not become a place people can rely on without an operator for housing, community operations and everyday services. That role is commercial, and it should sit under agreements that say who is responsible for what.

Each source of funding needs a clear purpose, accountable use and a path to measurable outcomes.

Our approach

Three distinct roles. Capital stays where it belongs.

Azma is the capital-formation and advisory layer. It does not hold the housing assets, and it is not the home for grant programmes. Those roles are designed to sit elsewhere, so each source of funding has a purpose, a counterparty and a path to reporting.

The proposed Section 8 entity for eligible social programmes, with independent governance. Potential programme areas include community services, women and family support, skilling, health and digital inclusion. Legal status, eligibility and agreements remain to be confirmed.

Commercial delivery

Intended operating partner for housing and community operations, work connectivity and member services, under appropriate commercial agreements. Those agreements are not represented here as signed.

Azma — capital formation and advisory

Originates opportunities, coordinates diligence, structures funding approaches and supports funder reporting. Intended revenues are transparent structuring and programme-development fees. Azma is not a pooled investment fund, a lender, or an asset manager.

  • Grant funding and commercial capital follow distinct purposes and governance.
  • Azma does not take custody of either. Fees are for structuring and programme development, not a claim on a pool.
  • Grants are not drawn into private assets. Asset capital is not described as programme funding.

Frames housing and community opportunities with employers, landowners and project partners, so a funder can see the site, the demand and the intended use of capital before a process begins.

Funding strategy and structuring

Designs how commercial capital, catalytic capital and grant support can sit side by side without being mixed. Each commitment has a purpose, a vehicle and a fee that is stated rather than buried.

Diligence coordination

Brings together the questions capital providers, foundations and project partners need answered: site, demand, operator, governance and use of proceeds, against the same brief.

Programme development

Supports the design of community programmes intended to sit with a grant-governed entity, specified separately from the housing asset, with their own purpose and reporting.

Reporting and measurement

Helps funders receive source-backed reporting on use of funds and, where agreed, on outcomes. Reporting follows the counterparty that holds the money. No result is promised in advance.
